E-Rate Program

E-Rate is a federal program that provides funding assistance to schools and libraries for telecommunications, Internet access, infrastructure, and maintenance/support. The program is formally titled "The Schools and Libraries Program of the Universal Service Fund" and is administered by the Universal Service Administrative Company (USAC) under the direction of the Federal Communications Commission (FCC). Year 17 Funding

The bidding window for E-Rate Funding Year 2017 closed at 4:00 p.m. on April 7, 2017. Winning vendors will be contacted directly.

Form 470 and RFP

John H. Wood, Jr. Public Charter District has begun the application process for funding for E-Rate Year 17. The district filed the Form 470 #170069140 on March 10, 2017. If you are a vendor who would like to review the district form 470 for proposal purposes, you may access it on the USAC website under Billed Entity Number 231593. Interested parties must also comply with our Request for Proposals, viewable here. Proposals must be received by 4:00 p.m. on April 7, 2017, by either mail, delivery, or e-mail.


The criteria the district will use to evaluate proposals are as follows: 

  • Price of the eligible products and services 
  • Price of the ineligible services, products, and fees, including long-term cost to the district 
  • Prior experience with vendor 
  • Ability to meet district’s needs as described within the Form 470 and within the RFP 
  • Vendor’s reputation and quality of services/products
  • Flexible USAC invoicing: i.e. the ability to accommodate both Forms 472 or 474 

Site Surveys

Proposers are encouraged to familiarize themselves with the existing sites and infrastructure, particularly for internal connections other than basic maintenance.
